Yes, statements like this are common on ebay, allowing people to assume that the shipper makes everything legal. In truth, the burden of responsibility falls disproportionately on the individual receiving the goods (required permits, shipping paperwork, inspections, etc).

I'm not a eBay seller but I don't send seeds to countries how Australia, cause there are very strict about import from seeds. I write each letter a Customs declaration of content. I had never Problems or something.
